The survey, published for the Learning and Skills Council, found that 22 per cent of employers said there were "skills gaps" - staff who were not fully proficient to do their jobs - in their workforce. The council commissioned IFF Research and the 果冻传媒 Institute for Employment Research to undertake the survey in the middle of last year.

This research looked at business hotels and food processing in the East and West Midlands and provides the first hard evidence for the existence of what economists a decade ago labelled the "low skills equilibrium".
